The authority of an Anglican Bishop to impose duties upon Naval Chaplains is not recognized in other parts of the world, and Admiral Henry Keppel has therefore been instructed to withdraw the notice which he has issued, but he will be authorized to give such orders as will enable the Bishop of Victoria to obtain the services of a Naval Chaplain, when such services can be afforded without inconvenience.
